APPLICANT REQUESTS THAT:

His Date of Rank (DOR) and Promotion Effective Date (PED) to 
Airman (E-2) be corrected to 16 Jul 13 and Airman First Class 
(E-3) be corrected to 16 Jan 14. 


APPLICANT CONTENDS THAT:

His record of promotion is incorrect based on the Commander’s 
Support Staff failing to notify his commander that he was 
eligible for promotion; therefore, he missed pay raises and the 
ability to progress in rank at the first available opportunity.

In support of his request, the applicant provides a signed 
letter, dated 5 Mar 14 from his senior administrator and 
commander confirming the error in his promotion records and 
recommending approval of his requested promotion dates.

Exhibit A.


STATEMENT OF FACTS:

The applicant is a member of the Air Force Reserve and initially 
entered the Regular Air Force on 15 Jan 13.  

On 9 Sep 13, the applicant was furnished an Honorable discharge, 
and was transferred to the Air Force Reserves.  He was credited 
with 7 months and 25 days of active service.

primary responsibility (OPR), which are included at Exhibits C 
and D.


AIR FORCE EVALUATION:

AFRC/A1K recommends approval, indicating there is evidence of an 
error or injustice.   
Individuals must meet the following criteria for promotion to 
Airman, have six months time in grade (TIG) after entering 
Initial Active Duty Training (IADT) and to be eligible for 
promotion to Airman First Class, a member must have six months 
TlG.  Additionally, for promotion to both grades the individual 
must be a satisfactory participant in accordance with AFI 36-
2254, Volume 1, Reserve Personnel Participation.  The individual 
must also be recommended by the promotion authority (Commander).  

On 16 Jan 13, the applicant started IADT.

On 16 July 2013, the applicant was eligible for promotion to 
Airman.

On 16 Jan 14, the applicant was eligible for promotion to Airman 
First Class.  

A thorough review of all documents provided by the applicant and 
applicable documents pulled from MilPDS and ARMS, confirm that 
the member met all eligibility criteria for promotion to Airman 
on 16 Jul 2013 and Airman First Class on 16 Jan 14.  Thus, the 
basis for the Command's approval recommendation is established.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:

A copy of the Air Force evaluation was forwarded to the 
applicant on 30 Sep 14 for review and comment within 30 days 
(Exhibit D).  As of this date, no response has been received by 
this office.


THE BOARD CONCLUDES THAT:

1.  The applicant has exhausted all remedies provided by 
existing law or regulations.

2.  The application was timely filed.

3.  Sufficient relevant evidence has been presented to 
demonstrate the existence of an error or injustice.  We took 
notice of the applicant's complete submission in judging the 
merits of the case.  We agree with the opinion and 
recommendation of the Air Force office of primary responsibility 
(OPR) and adopt its rationale as the basis for our conclusion 
the applicant has been the victim of an error or injustice.  
Therefore, we recommend the applicant's records be corrected as 
indicated below.	



THE BOARD RECOMMENDS THAT:

The pertinent military records of the Department of the Air 
Force relating to the APPLICANT be corrected to reflect a Date 
of Rank and Promotion Effective Date of 16 July 2013 for Airman 
(E-2) and 16 January 2014 for Airman First Class (E-3).
